According to the public relations and information center of the Vice-Presidency for science and technology affairs, considering the development of application of drones and challenges caused by non-army vacuum, the working group of non-army drone has produced an instruction and received its approval from Iran Civil Aviation Organization.

The main goal of designing this document is creating unity in acceptance of AV and safe flight operations of this type of aerial vehicles and development of infrastructures for design and construction of different types of aerial vehicles in the country.

This instruction will be implemented with the goals of “monitoring the flight activities of drones with non-army applications”, “development of proper infrastructures to use the benefits of application of non-army drones”, “improving safety of all flights in the country’s space”, “organizing the flight operations of non-army drones to prevent possible accidents and create security dangers”, and “creating a databank for non-army drones of the country”.

The scope of application of this instruction is about UAV activities for public, educational, recreational, entertainment and administrative services.
In addition, these drones are used in various areas, including “land and sea transit monitoring”, “dealing with fires”, “search, rescue and relief”, “monitoring of natural disasters related to earthquakes, floods, fires, and storms”, “protection of environment”, “agricultural services”, “geology and exploration of mines", "cinematography, photography and mapping", "monitoring of water and electricity lines, “scientific and research activities", "cargo and post services" and "other recreational, tourism, sporting services approved by the research organization”.

The implementation of this instruction is the responsibility of the office of aviation surveillance.
