According to the public relations and information center of the Vice-Presidency for science and technology affairs, Mahdi Eliasi, deputy of policy-making and strategic assessment of the Vice-Presidency, explained about the evolution of the functional role of the Vice-Presidency for science and technology affairs over the past years in the meeting of managers of biotechnology development headquarter, stating: the Vice-Presidency had first responsibilities similar to the ministries of science and health. However, these responsibilities were altered over the years and the headquarter is mainly responsible for solving the problems of the country via scientific and technological methods.

Deputy of policy-making and strategic assessment continued: in the first section, the balanced missions emphasize the importance of support of scientific credibility with the goal of scientific production in its general meaning and formation of national strategic infrastructures in specific areas.

Eliasi also described the current status of the Vice-Presidency in the area of elites, expressing: the current issue of the Vice-Presidency is return of elites. We need to create a condition for PhD students to attend foreign research opportunities and cooperation based on foreign elites. In addition, Iranian elites outside the country must be able to interact and cooperate with Iran.

According to Eliasi, the second balanced mission is promotion and penetration of science in the society. In this regard, he asserted: an important part of activities of the headquarters is cultural activities.

Eliasi regarded the facilitation of international interactions another mission, marking: currently and due to international sanctions, the most important and applicable way for developing international cooperation and transfer technology is defining joint technological programs, in which the basis is individual learning or exchange.

He considered the management power of biotechnology development headquarter to be extreme, adding: there is a great number of elites, whether industrial or scientific, among the managers of biotechnology development headquarter. Therefore, the Vice-Presidency for science and technology affairs has great hopes for creating a complete sample of balanced planning.
