Using the scientific and professional capacity of Iranian experts outside the country is the most important goal for implementing the cooperation program with non-resident entrepreneurs and experts of the Vice-Presidency. The national space and advanced transportation administration has proceeded by recruiting the returning elites.

The system of scientific cooperation abroad at the international affairs & technological exchange center is a branch of the support provided to non-resident Iranians by the national elites foundation. The system has been established to use the scientific and professional capacity of non-resident Iranian experts at the industrial, scientific and technological centers of the country, to improve the scientific level of cooperating specialized headquarters and providing a suitable condition for developing emerging and advanced technologies in the country.

The national space and advanced transportation administration has attempted to support and recruit elites active or educated in various transportation industry fields in other countries.

In this project, the graduates of top universities (among the 200 top universities) and experts working in the field of engineering outside the country are invited to the country and recruited by the required sections.

All technical and engineering fields, as well as basic sciences and fields related to aerospace, advanced transportation, as well as aviation and marine fields are the priorities of the administration in recruiting elites.

After confirming the elite status of the individuals and receiving the necessary scores, the Iranian elites can benefit from the support provided by the national elites foundation, including holding research courses, providing sabbatical leaves and occupation in knowledge-based companies. In addition, providing an opportunity to present a lecture and hold a workshop and using loan facilities are other types of support provided in this regard.

The national space and advanced transportation administration has aimed to support the return of non-resident Iranian experts to the country and use them to achieve the goals of the administration.
