Sattari continued: "A movement has been formed in the ecology of technology and innovation of the country, and births in the field of science and technology are happening well, and we must act in such a way as to fill the vacancies of scientists such as Shahid Fakhrizadeh." People who have special abilities in the field of science and administration. My last meeting with him was about a month before his testimony, when we talked about the corona vaccine and what to do about it. These actions create double incentives. The history of this work must be seen.

Sattari , stating that Iran is a country with 6,000 years of history of science, technology and trade, said: When we had these honors, was it based on underground resources? Scientists such as Abu Rihan, Farabi and Kharazmi are also trained in this country. Did we have underground resources at that time and did we reach them based on these resources? At some point in history, a false culture was created in the country and penetrated the entire structure of the country. Recruitment is an example of these cultural problems that stifle innovation. 

The Vice President of Science and Technology added: "In the oil economy, contradictory and cumbersome laws, bureaucracy is high and rents from oil money cause corruption." We must put aside these thoughts. In recent years, sanctions have separated us from oil money. Wherever the number of knowledge-based companies was large, we had no problem with sanctions. There is a direct relationship with the number of knowledge-based companies in various fields and the country's vulnerability in these areas. 

According to him, the main budget of the country is in three sectors: defense, education and health. It is not cheap in education. But why not make a change. This is the same debate that we at the Vice Presidency of Science sought to address and build structures over the past seven years, such as science and technology parks, innovation factories, innovation centers, accelerators and startups. Which is all part of the country's technology ecosystem.

 Sattari pointed to the difference between industry and factory as one of the false cultures in the country.

The Vice President of Science and Technology continued: "In the field of health, the number of companies is high and they take action in times of crisis."

Noting that there is no history of vaccine production by the private sector in the history, Sattari said: "In the last two years, knowledge-based biotechnology companies have developed well and have operated in such a way that Iran is one of the Asian powers in the field of biotechnology.”. In the Corona crisis, we also proved that we have a lot to say. Cervical cancer vaccine will also soon be produced by the human flu vaccine.

The head of the National Elite Foundation also said: "If there are products in the country and can not compete with foreign products in the domestic market, then there is a problem." In the field of health, private companies are currently producing products that compete with imported drugs with a currency of 4,200 Tomans. There are definitely good companies and managers in the car industry. Cultural transformation must take place.  

Sattari also said: "The work we started with the Ministry of Agriculture; The issue is the chicken line. Here we try to change the structure of the poultry industry and have different diets. 

In the next part of his speech, he referred to the migration of elites and added: "The issue of brain drain is not specific to Iran and we do not say it does not exist." International statistics from the United Nations and immigration offices are available to substantiate the claims, and the country's academic community must include these statistics. We also set up an immigration observatory at Sharif University of Technology, which published Iran's first immigration yearbook, which contains accurate statistics.

The Vice President for Science and Technology also said: "We do not deny the phenomenon of migration. This phenomenon is also increasing in the world." Iran is not one of the top 20 immigrant countries in the world. We have great students abroad and we emphasize their return with policies. So, we created a structure so that these people could easily return to the country, and we succeeded in returning more than 2,000 people from the top 100 universities in the world to this country.
