According to the public relations and information center of the presidency vice presidency for science and technology affairs, second conference of activists of knowledge-based economy and innovation was held with focus on analyzing fiscal affairs of knowledge-based companies with presence of the presidency vice president for science and technology affairs at the location of power research institute.
At this conference, Soorena Sattari- the presidency vice president for science and technology affairs by emphasizing on the government’s special look to the knowledge-based economy said: Since the beginning of the government of hope and counsel’s work, the government as the general concept and the presidency vice presidency for science and technology affairs as the specific concept has set the development and blossom of knowledge-based companies as their main priority as one of the bases of resistive economy. As the only way of stable development is the realization of knowledge-based economy.
He stated that the oil culture was the most important problem of the knowledge-based economy.
Mentioning the necessity of creating and expanding the connection between the industry and the university, Sattari said this important issue is one of the requirement of knowledge-based economy.
He stated that interaction and cooperation of all governmental and private organizations were of important parameters in institutionalization of the knowledge-based economy and declared: Based on the Attar of Nishapur’s story, the Simurgh is ourselves. In the present situations, the structures of regulations and rules have been set all based on the resource-based economy.
Head of the National Elites Foundation by mentioning that establishing and setting up knowledge-based companies around universities is a necessity, stated: Establishing knowledge-based companies for universities’ progress should be effective in the society and they should manage to increase the gdp per capita of the country rather than be dependent on the governmental budget themselves. The third generation universities supply just 20 percent of their budget from governmental credits or fee in advanced countries and supply the rest by turning the science and idea to product and service and also some methods like selling the patent company, issues of intellectual property and researching contracts with the industry.
By mentioning the necessity of utilizing all of the human power’s potential of the country, stated that presence of elites and talented ones of humanities in the cycle of knowledge-based economy was one of the requirement of blooming this arena and said About 60 percent of the world knowledge-based economy is obtained from exudation of humanities expert’s brains. Although Iran is known as an engineer-nurturer country in the world and over than 85 percent of Iranian students studying in America are studying engineering, the high capabilities of the country in humanities should be neglected.
Head of the National Elites Foundation said that making the bedrock for entrance of expatriate experts and researchers was a big step in developing the knowledge-based economy.
Sattari stated that the law of supporting knowledge-based companies were of important laws of the country and said: Good operational attempts for enactment of this law in the country have been made.
