According to the public relations and information center of the Vice-Presidency for science and technology affairs, Ruhollah Estiri, director-general of the international business development office, stated about the identification of the new custom tariff code of knowledge-based products in the country: side custom codes are defined for knowledge-based products by the efforts of the Vice-Presidency for science and technology affairs and with the aim of promotion of export survey system for knowledge-based products. He regarded the proper policy making and planning through accurate determining of level of export statistics on knowledge-based products as the justification reasons for defining HS codes, expressing: since knowledge-based export statistics play a key role in defining strategic plans by the Vice-Presidency and policy making and creating the new perspectives and optimal allocation of support sources, defining specific codes for knowledge-based products is of paramount importance.

Estiri also asserted: since all of the products are not knowledge-based, it might be possible that the export of products by knowledge-based companies, meaning those not recognized as knowledge-based, be a part of the statistics of knowledge-based companies. This leads to error in the statistics of knowledge-based companies’ exports. To solve this problem, the Vice-Presidency for science and technology affairs has prioritized a project with the title of “creation of correspondence between the list of knowledge-based products and harmonized system of eight-digit custom commodity coding (HS code)”.

Estiri continued: this action will be performed to distinguish the statistics of export of knowledge-based products from non-knowledge based products and to extract the statistics of export of knowledge-based products.

Estiri also affirmed: moreover, with regard to the problems in extraction of the statistics of export of knowledge-based products, such as “placing of some of the products under the other codes and lack of proper identification of the exported products”, “non-knowledge based state of some exported products”, and “announcing official export numbers to be less than the actual numbers announced by knowledge-based companies”, implementation of this project is one of our priorities.

Pointing out other problems in the extract of statistics of knowledge-based export, Estiri marked: given the “announcing of high value of knowledge-based products in export declaration of some knowledge-based companies”, and “lack of tariff code for some exported knowledge-based products and export of products with other custom tariff codes close to the product”, making the statistics of knowledge-based products’ export accurate is of paramount importance.

Estiri also conveyed: other reasons for importance of implementation of the project to determine new custom tariff code for knowledge-based products include “optimal allocation of financial resources to exporting companies”, “monitoring of export performance of agencies”, “accurate identification of target markets for export of knowledge-based products” and “integration in presentation of statistics of knowledge-based export across nation”.

According to Estiri, 205 companies have been assessed at this stage and 100 knowledge-based products for export have been identified. However, these statistics are not accurate.

In this regard, since the Vice-Presidency has aimed to define new codes for knowledge-based products to create correspondence between the list of knowledge-based products and coding coordinator system, all knowledge-based companies can announce their list of knowledge-based products along with the available HS code near their desired product through the telephone number of +982183532351 to the international business development office to receive a new custom code.
