The Vice-Presidency for science and technology affairs has established the scientific elite federation of Iran with the goal of earning scientific authority, increasing the scientific quality of the country, and helping the development of research of valid researchers. The federation provides different services to top talents and scientific elites, such as financial support of research. These individuals are assessed and selected annually based on their work record in the past three years and are classified and supported in two A and B groups. 

The level of support of individuals is determined based on their scientific rank. For instance, grants for research projects vary from 200 to 500 million rials.

Membership in the faculty member of at least one scientific or research institution of the country and publishing articles in top journals in the past three years are the criteria for preliminary evaluation of these individuals.

More than 110 journals have been selected as top journals and introduced on the federation website. By publishing articles in these journals, individuals can receive a cash reward and necessary scores to be placed on the primary evaluation list of elites.

The Vice-Presidency has aimed to facilitate the research processes in the country to provide the situation for activity of researchers and elites. Considerable activities have been performed in this area in the past few years.
