Dehghani, referring to the strong emphasis and attention of the Supreme Leader on the issue of science, technology and knowledge-based economy and his support for these areas, said: One of the factors in the growth and maturity of the technology, innovation and knowledge-based economy of the country today is the personal support of the Supreme Leader. He is a leader who has emphasized the discourse of science and technology for at least three decades and has loudly defended the flow of science and technology in the country, which has been unique in some cases.

Referring to the remarkable progress of Iranian specialists and scientists in recent decades in conquering scientific and technological peaks, the head of the National Elites Foundation said: Iranians have been active in science, technology and innovation for a long time, and numerous discoveries and inventions, great civilizations and valuable scientific findings show the nature of interest. And the people of this land are activists in the field of technology and innovation. Today we see the efforts and fruits of this attitude.

Dehghani considered the approach of science and technology as one of the priorities of the 13th government and added: the increase in the knowledge economy based on science and technology, which was one of the initiatives of the respected president of the 13th government, shows the maturity of the field of science and technology and the government's serious attention to creating a market and role It is the creation of knowledge-based companies in the field of domestic economy and international interactions.

Referring to the prioritization of science, technology and knowledge-based economy as the forefront of public diplomacy of the 13th government, he said: Since science and technology is a public and significant issue and is of interest to all the nations of the world, it is one of the good axes for negotiations with is counted; Accordingly, science and technology diplomacy is one of the fronts of the 13th government's interactions and negotiations and one of the main axes of interactions during the president's trips.

Dehghani added: Fortunately, in these trips, there has been a great welcome and interest from the host countries towards scientific and technological interactions. During several trips that I accompanied the president, I have observed this seriousness and enthusiasm both in the government and in the host countries; I believe that the field of science and technology can be one of the main axes of international negotiations and interactions between Iran and other countries.

The vice president of science, technology and knowledge-based economy considered the diligent pursuit of the 13th government to approve and implement the law on the jump of knowledge-based production and the development and implementation of the regulations related to this law as showing the serious determination of this government to develop the knowledge-based economy and popularize it, and added: Thirteenth People's Party, since the beginning of its activity, diligently pursued the approval of the law on the leap of knowledge-based production and defended it seriously, and the bill of the leap of knowledge-based production was approved in the form of a law. The implementation of this law and its regulations, which is one of the achievements of the government, has been seriously implemented since December last year, and this can transform the country's economy.

Referring to determining the role of institutions and cooperation for the development of the knowledge-based economy based on the duties and position of each institution, Dehghani said: Last year, a mechanism was prepared that the regulations with the cooperation of the Vice Presidency of Science and all the institutions for the actions they should take in the direction of the development of the knowledge-based economy , to be compiled that these regulations were approved and are being implemented since last year.

He pointed out that the mission, role and position of each institution based on this regulation and in line with the implementation of the knowledge-based production leap law is clear, he added: the Ministry of Oil and Economy is in the first and second ranks of the implementation of these regulations, which is a suitable market.

Referring to the surprise and pride of the leaders and scientists of the host countries regarding Iran's technological capabilities, the Vice President of Science, Technology and Knowledge-Based Economy said: Despite the fact that the host countries know about Iran's technological capabilities, they are surprised to know and observe these achievements up close. Recently, we hosted the Speaker of the Vietnamese Parliament at the knowledge-based products exhibition, who acknowledged the high level of Iran's technologies while observing these capabilities, and the reaction of the accompanying technological board was surprise and honor.

Referring to the technological interaction with Indonesia during the visit of the president of our country to Indonesia, he said: There have been very good interactions in the field of technology between Iran and Indonesia, and several specialized meetings have been held between the parties during the visit of the president. Soon we will receive a delegation of 100 people in the form of a summer school from Indonesia.

Dehghani considered dignity and authority as one of the achievements of technological capability and added: Creating opportunities for joint cooperation is the result of the active diplomacy of the President and the 13th government.

The vice president of science, technology and knowledge-based economy, referring to the serious determination for the quantitative and qualitative development of knowledge-based companies, said: What we should pay attention to in the field of knowledge-based companies is that in order to create momentum in the country's economy, there must be a critical mass in the number of companies. let's get there Another issue that we pay attention to and is also considered by the Supreme Leader is the quality of these companies.

The Vice Presidency of Science has an evaluation and support system, and in order to achieve quantity and quality, we put a serious upgrade of the knowledge base evaluation system on the agenda. In addition to the technology level of the companies, this new system also pays serious attention to the amount of specialized employment and financial turnover of the companies. According to this new evaluation system, the companies are divided into three categories of knowledge-based startup, knowledge-based innovation and knowledge-based technology.

He added: This new system has made companies that did not have a product, but were working on a specific issue directly and focused in innovation centers and science and technology parks, enter the support cycle and knowledge ecosystem.

The vice president of science, technology and knowledge-based economy, referring to the support of new knowledge-based companies, said: based on the new evaluation system, good support will be given to companies that need support before reaching the product. New knowledge-based companies that are less than five years old and work in the research and development process can benefit from knowledge-based support.

Dehghani, referring to the assignment of a part of the authority in the Vice Presidency of Science, in the evaluation of knowledge-based companies to competent and capable science and technology parks, said: At the beginning, five reliable and capable science and technology parks will perform the evaluation work and all three will be approved by Vice Presidency of Science. This will help to increase the speed of finding and knowledge base of companies.

He considered another way to increase the quantity and quality of knowledge-based companies is to support large knowledge-based companies and added: We encourage and support larger and capable companies to create reproductive companies. This method is more effective and efficient for the country, and in this method, companies matching the needs of the market are formed in the hearts of capable companies that have matured and know the market.

The vice president of science, technology and knowledge-based economy said: The forecast is that we will have up to 11,000 knowledge-based companies by the end of the year, and we will even reach 15,000 companies in the next year.

Referring to the balanced development of technologies and the market of knowledge-based companies, Dehghani said: Considering the comprehensive attitude that the country has had in the past years, we have scientists and specialists from all fields of technology, but our attitude is that the growth of technology should happen according to the needs of the country and prioritize in areas where the country has more advantages or in fact the country has more serious needs in those areas.

Pointing to the serious attention given to the country's strategic and priority areas in the national programs and knowledge-based economy development headquarters in the Vice Presidency of Science, he said: In the field of knowledge-based economy, we paid special attention to the field of food and agriculture, because in order to realize the security of food and agriculture, this field of knowledge should be established in the country. In areas where we had an advantage, such as oil and mining, we have taken steps in the development of technology, and in the development of the knowledge-based economy, we have started special support in areas where we were lagging behind, such as agriculture and food.

Referring to the capacities of the health field, including medicine, treatment and medical equipment, Dehghani said: the field of medicine, treatment and medical equipment is one of the areas with capacity, as well as oil, energy and information technology are areas that have received serious attention in the world in recent years. The country has taken serious steps in the development of these technologies.
