Based on previous approval by the council of ministers, there are limitations and restrictions in establishment of manufacturing companies and issuance of establishment permit and exploitation license within a 120-kilometer radius from Tehran and some other large cities of the country. According to the Article 8 of the law for support of knowledge-based companies and institutions, these enterprises are allowed to be deployed within the area of Tehran and other cities and receive the necessary licenses by observing environmental laws. In line with the implementation of Article 8 of the law, the directive of “terms of deployment of advanced industry units and knowledge-based activities” was approved by the Vice-Presidency for science and technology affairs on December 6th, 2015 with the cooperation of relevant organizations, including the ministry of industry, mine, and trade and environmental protection organization. In addition, the directive was approved by the council of ministers, and its primary goal was granting establishment permit and exploitation license to knowledge-based companies that manufacture products (e.g., industrial knowledge-based, manufacturing knowledge-based, and newly developed knowledge-based) and are based in cities that have deployment restrictions and in authorized locations.
