According to the public relations and information center of the Vice-Presidency for science and technology affairs, Sorena Sattari, the vice president for science and technology affairs, pointed out the potential of provinces to form an innovation and entrepreneurship ecosystem during the inauguration ceremony of technology park of Zanjan, stating: development of a proper knowledge-based and startup environment by provinces will pave the way for return of top elites and talents to each province.

The vice president for science and technology affairs regarded the private sector as the most important customer of products and services provided by startups and knowledge-based companies.
