According to the public relations and information center of the Vice-Presidency for science and technology affairs, Sorena Sattari, the vice president for science and technology affairs, who was present in the University of Zabol to attend a meeting with the academics of Sistan and Baluchestan province, regarded the formation of a proper business environment for academics as the solution for development and flourishing of local economy, stating: if university fails to have an acceptable impact on its surrounding environment as the origin of all advancements, it will have no positive effect on the country.

The vice president for science and technology affairs affirmed that a university that is able to supply its costs by communication contracts with the industry of selling technologies and startups and knowledge-based companies, will be successful in the development of local economy. In this regard, he explained: if we fail to establish a proper business environment for investors of the private sector and academics, who can establish their companies in the province and use knowledge acquired in the university to inject it to the society, the economy of the province will not be flourished.

He also asserted that development must be carried out based on the condition of the province and by relying on knowledge, expressing: the universities of Sistan and Baluchestan province have great potentials for creating knowledge and technology. However, an administrative model must be defined to increase the positive effects of these universities on the life and local environment of the province.

President of the national elites foundation emphasized the importance of defining an executive model compatible with the ecosystem of the province so that knowledge and technology could positive effects on solving local problems. In this respect, he continued: knowledge and technology produced in universities cannot be injected into the society without defining an executive model. Most of the universities of the country take effective steps toward science products but fail to implement this model.

Necessity of Maintenance and Durability of Human Resources

Sattari considered the maintaining of human resources as the way to pave the way for progress of Sistan and Baluchestan province, stating: it’s the art of provincial decision makers to improve the mechanisms based on the volume of this human resource. The minimal step is to use the students and elites of the same province in its own ecosystem.

According to the vice president for science and technology affairs, a considerable number of young and education human resource and prominent professors, who have been graduated from top universities of the country, have gathered in this city. This valuable volume of human resource with this knowledge weight must be improved.

Sattari emphasized the definition of mission and nature of universities with regard to domestic capacity and needs of each province, expressing: without a doubt, when the budget of universities is supplied by the government, a single mission is predicted for all of them. However, each university has its own provincial and local mission, which must be defined by entering the daily lives of people and recognize the role of solving problems based on a business model.

Head of the board of trustees of national science foundation added: similar to mineral material production units, which are created next to mines, production of knowledge and creativity must be carried out next to universities.

The vice president for science and technology affairs introduced the most important advantage of startup and knowledge-based businesses the knowledge and innovation of young entrepreneurs in these businesses.

Support of Effective and Need-Oriented Studies

The vice president for science and technology affairs emphasized the solving of local problems of the province by using the abilities of local human resource, claiming: in the area of water evaporation, dealing with dunes and other environmental challenges, we must seriously perform projects and studies in these fields. the Vice-Presidency for science and technology affairs will support the applicable models for these problems.

Sattari pointed out the support of promising projects and models of project businesses by the Vice-Presidency for science and technology affairs, asserting: we disagree with mere use of research to produce articles. Therefore, any project that can lead to solving of problems will be supported.

Sattari mentioned the local capacities of Sistan and Baluchestan, that can be turned into wealth creation and a local advantage if jointed with technology, stating: for instance, Sistani cow is one of the domestic livestock of this region, which has a historical background. In this regard, we are prepared to help the flourishing of this valuable local capacity in technological fields, such as biotechnology and stem cells and genetic modification by supplying the necessary infrastructures of the work.

In this meeting, which was held in the presence of the governor of Sistan and Baluchestan, head of University of Zabol, and a number of academics of the province, discussions were made on solutions to reduce water evaporation in Chah Nimehs, reduction of dunes and capacity of the province in various fields.
