According to the public relations and information center of the Vice-Presidency for science and technology affairs, the regulation for establishment of energy and environment optimization market has been expressed and approved by the Vice-Presidency in the higher council of energy in order to implement the article 12 of law of elimination of barriers to competitive production and article 5 of law of modification of energy consumption pattern.

This regulation has aimed to consider various sections with the help of the Vice-Presidency, which was announced to universities by the government after being approved in the higher council of energy. According to this principle, the responsibilities of all units, such as ministry of oil and energy, in this area have been determined.

In addition, the main offer of this regulation is formation of an energy optimization market in the country, so that business could be flourished due to saving in all areas of energy consumption, for which energy saving license is issued in a way that the regulation could be used in the optimization market, which is established and managed in the framework of regulation governing the energy stock exchange market of Iran.

The energy saving commission, which is formed of specialized committee of higher council of energy, in addition to representatives of units related to environment optimization market, is included of the ministry of urban development, the Vice-Presidency for science and technology affairs, stock exchange market and commerce chamber, indicating that the mentioned organizations have a maximum of three months after announcing the regulation to acquire the necessary laws and infrastructures to establish the energy and environment optimization market to conclude contracts on energy saving licenses.
