According to this report, after several counseling and special meetings, the document with 12 articles, six strategies and 42 national actions was presented to council members. After that, some areas about the totality of the document were presented and the document was assessed and confirmed in terms of the quantitative goals, confirming that the document must be slightly more realistic since there is not a long time to 1404 vision and complete implementation of the document.
