According to the report of the Communication and Information Center in the Vice Presidency of Science, Technology and Knowledge-Based Economy, Ruhollah Dehghani, the Vice President of Science, Technology and Knowledge-Based Economy, referring to the evolution in the acceleration process of companies with the approval and implementation in the process of granting accelerator qualification certificates, stated: Based on the new identification and evaluation structure, the accelerators have two missions of "technology development" and "knowledge-based economy development" on their agenda. Accelerators based on a new approach either develop technology, i.e. specialized accelerators that provide companies and teams with a laboratory, research space, research and development, formulation, and manufacturing of prototypes, or accelerators of entrepreneurship, market, and economy, that use a technology that produce market and added value with the help of creativity and innovation. The type of support of these accelerators is sales, market, financing and guarantees, production workshop, etc.

By stating that every stream which enters the local life has ups and downs and may undergo changes, he stated: In 2013 and 2014, due to the formation of the global wave of the digital economy, a new literature with new concepts was formed and accordingly, another trend called the startup trend, which originated from the wave of digital economy, gained strength in the Vice Presidency of Science. A trend that became so prominent and these two concepts have become so intertwined and noticed that even now, according to some people, knowledge-based companies are the same as startup companies. Other concepts such as mentoring, innovation factories, venture capital, etc. were added to this ecosystem, and accelerators were one of these concepts.
