In the decree Seyyed Javad Sadat Farizani was appointed as the secretary of knowledge-based economy development of civil engineering and construction headquarters by Ruhollah Dehghani, the vice president of science, technology and knowledge-based economy, it is stated:

"According to the level of competence and experience and at the suggestion of the vice president of the development of knowledge-based economy, by virtue of this order, I appoint you as the secretary of knowledge-based economy development of civil engineering and construction headquarters.

Considering the high goals of this headquarters and the need for planning and transformation to improve the status of the country, the following assigned missions are expected from you in interaction with the deputy for the development of knowledge-based economy: to play a maximum role in the development of the ecosystem of technological innovation and to create capacity and planning to improve the share of the economy in the field of civil engineering and construction with a mass production approach, increasing the quality of construction and optimizing energy consumption, forming specialized consortia to optimize and diversify the country's civil engineering and construction portfolio and solving the needs of housing construction by focusing on the internalization of high-value and bottleneck items, presenting the plan and implementation of economic, driving and strategic projects using the capacity of knowledge-based and technological companies in the field of civil engineering and construction with all governing bodies, related government organizations and private sector actors with a long-term view in cooperation with the steering center of special development headquarters Knowledge-based economy".

Also, in the continuation of this appointment order, the following items are mentioned as priorities expected from this headquarters:

"Collaboration to speed up the regeneration of worn-out structures and increase the duration of the building's exploitation period and the development of smart cities by relying on new technologies and the capacity of knowledge-based and technological companies, the development of the knowledge-based economy in the field of housing through the provision of technological solutions in the design and production of housing, including the use from clean and renewable energies, water resource management and development of gray water application, water recycling, construction of green and sustainable buildings compatible with the environment and suitable for the needs of the elderly and disabled, promoting the participation of elites in identifying and solving problems in the field of construction and construction with Close cooperation with other government and private decision-making, decision-making and executive bodies, paying serious attention to the influence of transformative technologies in the civil and construction sector, especially in the construction of fast and affordable housing.

It should be mentioned that Sadat Farizani is currently the deputy director of coordination and planning of the presidential strategic review center. He was the former deputy of the Center for Strategic Studies of the Council of Expediency and the representative of the field of technology and knowledge-based economics in the Ministry of Roads and Urban Development in the Vice Presidency of Science.
