The vice president for science and technology stated: there needs to be a clear picture of the status of emigration, international exchanges and the diplomacy of science and technology, and the ecosystem of entrepreneurship and innovation can pave the way for this environment to interact with other countries.

According to the public relations and information center of the Vice-Presidency for science and technology affairs, Sorena Sattari, the vice president for science and technology affairs, hosted a number of representatives of ministries and administrative organizations of the country on April 24^th, 2019 on the joint meeting of implementation of the comprehensive document on international scientific relation of Iran in order to evaluate and review the international scientific and technological exchanges of the country based on a clear and comprehensive strategy.

In this meeting, Sattari talked about the coordinating role of the Vice-Presidency in the facilitation and expansion of scientific and technological relations in the international presentation of the country, adding: the relationship between the science and technology space of the country with the surrounding environment guarantees the continuation and move toward the advancement of the country in this region. The ecosystem of innovation and entrepreneurship must be able to interact with other ecosystems of the country so that increasing growth of knowledge and innovation could be observed in the country.

Necessity of Accurate and Documented Statistics  

Sattari also emphasized the importance of a healthy and safe environment for scientific and technological exchange at the international level, affirming: this relationship must be in a way that its benefits and advantages are higher than its damages and disadvantages.  

He also regarded the presenting of some exaggerated and inaccurate statistics as a serious damage to the scientific and technological environment of the country.

The Coordinated Position of the Vice-Presidency in International Scientific and Technological Interactions

In another part of the meeting, Ali Morteza Birang, deputy for international affairs and technological exchange, talked about the duty of realizing and implementing the articles of the comprehensive document on international scientific exchange, expressing: coordination, suggestion of regulations, receiving the roadmap, and creating the mechanisms are among the most important tasks carried out by the center in the last month as the administrative secretariat of the document in association with other organizations.

According to Birang, the administrative framework of the document was designed, set and delivered to various organizations to present their strategies and plans in the field of development of international relations. He also pointed out the role of the Vice-Presidency in the coordination among various organizations.

Planning on Coordinated Move toward Technological Interactions by Organizations

Mahdi Eliasi, deputy of policy-making and strategic assessment development headquarter, stated the importance of an accurate plan in this area, marking: these meetings provide an opportunity so that clear conversations on this issue could lead to the realization of importance of scientific and technological interactions at the international level in the future by organizations.

According to Eliasi, each organization plays a strategic role in its own activity area, and a coherent plan is required to determine a specific direction for the move of these organizations in a short period.

Deputy of policy-making and strategic assessment development headquarter continued: formation and holding meetings by the coordination headquarter and determining the regulations for operationalization and implementation of scientific and technological interactions are two major topics that could create an opportunity at the international level if accompanied by a roadmap.

This meeting was attended by 13 representatives of ministries and administrative organizations, who presented the strategies and programs of their organization for the development international scientific and technological interactions.

“Presence of proper mechanism for students”, “networking for foreign experts and technologists”, “creation of a network between non-resident Iranians and organizations and more use of the capacity of social networks for showing the achievements of Iran”, “using the capacity of embassies, cultural negotiations and other active units at the international level for smart development of international scientific relations”, and “sending technology negotiators to target countries” were the most important programs and topics presented in the meeting. 

According to this report, designing the comprehensive document of developing international scientific relations of Iran has been put on the agenda of Supreme Council of the Cultural Revolution in August 2016 in order to implement the order of the Supreme Leader on scientific, educational and research interactions with other countries. After several assessments, the plan was approved in the 805 meeting of the council in February 2018, and was subsequently notified to the vice president for science and technology affairs by the president. The mentioned document is established to realize the goals of vision of Iran, the sixth article of macro science and technology policies and the 9^th macro strategy of the comprehensive scientific plan of the country, where the development of active interaction and cooperation in the field of science and technology with other countries and valid regional science centers along with improving the dependency of the country and preventing the realization of goals based on governance are confirmed. According to the initiative by Supreme Council of the Cultural Revolution, the Vice-Presidency for science and technology affairs is responsible for implementing the articles of this document.
