Realization of goals and policies of upstream documents of the country in the field of science, technology, and innovation is one of the most important missions of the Vice-Presidency for science and technology affairs. Establishing a comprehensive system of monitoring and evaluating the field of science, technology, and innovation is one of the decisions made to carry out this mission. Presenting a clear and realistic image of the science, technology, and innovation status of the country, forming political intelligence, establishing compassion and consensus in presenting analytical and functional reports in the country and possibility of comparing the achievements of the country with other regional and ultra-regional countries are among the necessities of formation of this system. According to the executive regulations of the system of science, technology, and innovation monitoring of the country approved by the Supreme Council for Science, Research and Technology (ATF), the Vice-Presidency for science and technology affairs has aimed to design and establish the national system of monitoring and evaluation of technology and innovation in Iran. This system is an important tool for presenting a comprehensive, clear, and realistic image of the technology and innovation status in the country, which is based on the evaluation of more than 10 similar monitoring and assessment systems of other countries at the national and international levels and former experiences of the country in the field of extraction of indexes found in upstream documents. In fact, the indexes observed in the international models for evaluation of technology and innovation status of countries (especially the regional countries mentioned in the vision document) are considered in this plan.
