Important Duties:

· Establishing financing and attracting capital in the national innovation system

· Supporting knowledge-based companies and institutions to enter the capital market

• Supporting venture capitals by directing and attracting private sector funds

· Supporting the issuance of all kinds of warranties required by knowledge-based companies

· Establishing financing for knowledge-based companies through public and private banks

· Supporting the creation and development of venture capitals in the capital market with the aim of financing technological projects

· Supporting the entrance and trading technology projects in the intellectual property market

· Implementing the program of administrative reform in the administrative system of the Vice-Presidency for science and technology affairs

· Developing executive policies in administrative, financial and support areas in the framework of approved goals and policies

· Planning and implementing all administrative, financial, personnel, support, budget and informational affairs within the framework of approved policies

· Supervising and guiding the proper implementation of all administrative, financial, employment, welfare and budget and informational decrees and directives issued by competent authorities

· Planning and taking measures to lay the groundwork for providing support and developing services required by subsidiary units

· Planning and taken the necessary measures to maintain, equip, and renovate the physical facilities of the Vice-Presidency

· Approving personnel announcements and personnel decrees of directors and staff of the Vice-Presidency for science and technology affairs and subsidiary units

· Supervising and guiding the recruitment and training process of employees

· Confirming and issuing orders for financial payments within the limits of delegation authority based on financial regulations and approved programs

· Supervising all purchases of supplies, equipment, services

· Concluding contracts for the purchase of services from actual and legal individuals based on delegation authority and rules and regulations

· Implementing the comprehensive performance assessment system through the development of indicators and standards in line with the excellent goals of the Vice-Presidency for science and technology affairs and the assessment of the level of improvement of unit performance and determining the exploitation of human resources of the Vice-Presidency

· Managing the affairs related to administrative violations

· Guiding the specialized committees related to administrative and managerial issues

· Defending the budget bills of the Vice-Presidency for science and technology affairs in the integration commission and the public chamber of the Islamic consultative assembly
