These companies are producers by nature. Therefore, supporting them plays an irreplaceable role in the growth of domestic production and has a tremendous impact on reducing imports and increasing the independence of the country in various aspects such as economic, political and technological.

Therefore, the government's support for these science-based complexes has also been injected into the country's executive body in the form of some laws. With these interpretations, in recent years, according to the command of the leadership, special attention and focus has been made on these companies. Due to their scientific and technological nature, in most cases, they attract the elites of the technology field to their complexes to create the most added value for their scientific goods and services.

The government, as the largest group and human organization in the countries, can be examined in the guise of a knowledge-based company or the largest knowledge-based company, and with this perspective, new capacities can be defined and created for it. Alone, they can be considered a company or group. With this view, the government also needs knowledge-based protective laws. And he must build a network of elite people in his body.

All governments have human and natural resources. In the meantime, skilled human resources have much more value in terms of having special and even unique skills and abilities, because the provision of elite and outstanding human resources is very limited and difficult.

Considering our country's long jump in the direction of development, it should have a codified and coherent plan to maintain and supply these specialized resources and strengthen its infrastructure as a knowledge-based government.
