Our today world needs safety. Mankind is seeking tranquility now. Nowadays, the world is full of dreary and chaotic speech. Insecurity is in charge. Exactly at the same time with announcement of the winners of this year Nobel Prize, the news of massacre of tens and hundreds and thousands of people is transmitted around the world.

The sweetness of human’s progress turns to the astringent taste by the bitterness of world powerful people’s selfishness. World needs the kindness of kids and teenagers more than before. Thoughts are tired of watching and hearing bad things.

Now, human’s hand should shake the nature’s munificent hand warmly to get becalmed with it. The sea and its poeticization should rescue the mankind now so that we can refuge to the comfort rock from the human maker riots and waves and storms. The presence of talented student kids and teenagers in this field will redouble the lifesaving.

The Islamic Iran, as a marine country carries a bright future. The future belongs to the Iran impregnated with knowledge-based economy. We have started our firm steps based on the modern and advanced knowledge-based program in the vein of achieving the resistive economy aims and accessing to the peaks of the vision 1404.

The governmental sector along with the private sector with academics with elites and masters and dear students are bound and determined to ruling out a new look in the fields of business and commerce and export in the society and replace the oil cursed paradigm with the knowledge-based paradigm by suitable culture-making.

Sea is one of the geographies that doesn’t let down the human kind in encountering his empty hand and brings everything to him just by his effort and thought. Sea is full of valuable things. Full of hidden and apparent pearls. Button the other hand, if you can’t manage to conquer the sea, it will conquer you; Like oil that has unfortunately conquered us and has hindered the velocity of our progress in different junctures. It is just the knowledge-based economy and the right perception of sea that can break the jinx of oil curse of the lives and the world of Iranian people. Hence, we should noting the sea more than before.

We should consider this issue that the income from sea economy and marine knowledge-based industries which is achieved by different parts such as seamanship and marine transportation, shipbuilding, shipping, exploration of non-fossil sources, offshore industries, fishery, marine tourism, port services and rights and transit forms a substantial part of the Gross National Product of many countries. On the other hand, sea has big gates for entrance which won’t easily be opened for human. For this, there is no way except “Culture-Making” and attitude changing. Just by using the component of culture we can manage to accede different levels of the sea so that ultimately we can access the stable development via this gifted big blessing. Local people in vast coasts of our country are the starter of this issue and should even the road to the sea’s depth for others. Academics, technologists, industrialists and masters of marine zones should increase their efforts so that the sea’s caller’s sound gets heard by others.

Another issue is the importance of bringing together the knowledge-boundaries and technology commercialization. The presidency vice presidency for science and technology affairs has had the most concern in this path so that beside having special attention to marine knowledge-based economy, one of the most important national massive plans is supporting the manufacturing of the investigative ocean liner of “Persain Gulf” which can shows the quick and correct paths to marine activists in the section of research and correct recognition of seas. In such situations, other organizations and involvers should show sensitivity in recognizing the sea. One of the quickest feedbacks and result of this accentuation will be the blossom of marine tourism which for its right propagation a situation must be provided so that vast communicative ways be established and processed via earth and sky of different parts of the country.

Since one of the main aims of the country-based on the upstream documents assertion- is the comprehensive scientific development and in the comprehensive scientific map of the country matters such as shipbuilding, marine structures, oceanology and marine sciences are considered as parts of the country’s priorities, so attending this issues is unequivocally important and we are continuously pursuing the access to the desired aims.

Setting up the first sea student festival was an important and teaching event for all of us. This important and populous group has many hidden backgrounds and talents which the officials should take it seriously and provide compiled and long-arm programs for it. Just in this case by culture-making and propagating and reinforcing the science and technology issues beside innocence and kindness of student kids and teenagers, the security and comfort and tranquility decree will be issued with strength and we will have a powerful and peace seeker Iran which will be the pride of region and the world.
