Science and technology vice-president declared approval and communicating of technology attachment and development of domestic abilities regulation in international contracts and important national plans.

According to public relations and communication center of science and technology vice-presidency, Sorena Sattari, science and technology vice-president, by pointing out to the communication of technology attachment code, considered lack of suitable demand for products of knowledge-based and technologic companies as one of the challenges of these companies.

Sattari stated that science and technology vice-presidency has sought operational solutions for this problems from many times ago and various attempts have been done in this regard, added: by remarks of supreme leader in the new year for transforming important and sensitive sectors of the economy to knowledge-based sectors and observing the condition of transferring technology in the foreign contracts, this subject was considered in the agenda of resistance economy staff and by support of council of ministers, part of knowledge-based economy ecosystem was completed.

Science and technology vice-presidency pointed out to the taking second step for development of knowledge-based economy by government.

He explained the goals of this regulation and said: two major goals are followed in this code; first, regarding the text of code, executive organizations are obliged to present their plan for promoting market for knowledge-based products and technology development and this indicates that participation of executive organizations is necessary in the development of knowledge-based economy.

Sattari, by stating that in the codification of this regulation, in addition to using global experiences, we used experiences of our country about regulations, including the act for maximum use of domestic ability, said: for this purpose, first high priority fields and industries were identified and second, first paragraph related to the provisions of contracts, subject of this regulation, points out to the assignment of work to Iranian companies or cooperation between Iranian and foreign companies. This paragraph will increase negotiation power of domestic companies in cooperation with international companies. In addition, maximum use of Iranian experts and human labor in implementation of the project and promoting the expert knowledge and skill of human labor, transferring technology to domestic companies and maximum procurement of material required by project and their implementation in the country, transferring repairing, maintaining and operating technologies, export-oriented cooperation of domestic and foreign companies and introducing Iranian companies to the international supply chain of foreign companies, participation in the development of knowledge-based entrepreneurship and joint research and development with licensed scientific-research centers and domestic knowledge-based companies are dimensions which should be determined in the technology attachment of contracts. Of course, this attachment is integral part of contracts subject to this regulation.

Regarding the measures taken for effective implementation of this regulation, Sattari said: in the cabinet, it was held that for active interaction in the knowledge-based economy and major economic sectors of the country and implementation of the regulation, science and technology vice-president will be invited as visiting member to the main meetings of economy council and representative of the vice-presidency will be invited to the council commission that this is another important step in the development of knowledge-based economy ecosystem and development of knowledge-based products.
