According to the public relations and information center of the Vice-Presidency for science and technology affairs, the center of knowledge-based institutes and companies have aimed to create the counseling counter in 18 areas using expert counselors to strategically plan and develop the business of knowledge-based companies.

Establishment of any new business requires comprehensive business plans, which evaluates the areas of business model, resource allocation, emphasis on key success point, gaining preparedness for dealing with threats and using opportunities. The business project is in fact a connecting tool for transferring information to a wide range of people, including investors, future commercial partners, staff and managers. According to this report, companies with knowledge-based approval can freely use these counseling services. The maximum use of these services is two counseling sessions per month.
