According to the public relations and information center of the Vice-Presidency for science and technology affairs, Sorena Sattari, the vice president for science and technology affairs, pointed out the improvement of position of Iran regarding the innovation index on the first festival of young economy researchers of Iran, expressing: according to the report on the condition of Iran based on global innovation index (GII), we were ranked 113 in the world in 2013, which is now upgraded to 65 in 2018, showing a significant development in this regard.

Capacity in Human Resources and Weakness in Infrastructure

With regard to the innovation index based on two components of innovation input and output, the vice president for science and technology affairs stated: our country does not pay much attention to the inputs of innovation including institutions, infrastructure, market complexity and business complexity. However, we have a good rating regarding human resources and studies and output components, including creative and knowledge and science outputs.

Fundamental Role of Human Resources in Culture Building

President of the knowledge-based economy and culture building development headquarter pointed out the necessity of passing from oil-based economy to knowledge-based economy with improvement of infrastructural and cultural indicators, marking: the incorrect attitude made by oil-based economy has resulted in the formation of government rent, which must be corrected with culture building and modification of attitudes. In this regard, the scientific abilities and human resources can create the necessary transformation in the country.

Tehran among the Top 50 Cities in Terms of Science, Technology, and Innovation

President of the national elites foundation mentioned the favorable rank of Iran regarding the human resource, knowledge and technology output against the low rank of other global indicators, affirming: Tehran is among the top regions of the world in terms of science and technology. In addition, it has the best capacity that can be used to flourish the mind of creative youth, thereby laying the foundation for economic development.

Sattari asserted that the future of capital of Iran will undergo innovations, adding: given the presence of capable universities in this city, all of the necessary infrastructures for creation of a creative and smart city, including young and educated human resources, are provided in Tehran. However, the infrastructures, units, the market and all factors involved in creativity and innovation must be improved.

The vice president for science and technology affairs regarded the education of more than four and a half million students in the country a proper capacity for making progress in the knowledge-based economy.

Sattari continued:  we have been ranked second and third in terms of education of engineers. In addition, we have been ranked first regarding the GDP for each worker. Nevertheless, we have a low rank in terms of indicators of legislative quality and average rate of tariffs.

Appreciation of Young Researchers

On the first festival of young researchers of economy of Iran, which was held in Shahid Beheshti University, some of the top researchers, who have scientific articles and achievements in the economy area of Iran with mean age of below 40 years were appreciated in the presence of Sorena Sattari, Abbas Akhoundi, minister of roads, and Seyed Hasan Sadough, head of this university.
