In this approval, executive agencies are obliged to develop a program to for the capabilities of technology and engineering and to achieve the goals of the technology attachment; the two following subjects should be considered by executive agencies in the provisions of the contract issues in this constitution. 1. Participation in Knowledge-Based Entrepreneurship Development Activities 2. Joint R & D with licensed science, research, and knowledge-based companies
