Instruction of Article 21 of the Law to Eliminate Barriers to Competitive Production and Improvement of Financial System of the Country
According to this directive, which is designed to help sustainable financing of some units, the “unit” includes industrial, mine, agricultural and transportation units, production co-ops, knowledge-based agencies and export companies. 1. The responsibilities of the Vice-Presidency for science and technology affairs in regulations related to the law for support of knowledge-based companies and commercialization of innovations and inventions are the major core of the implementation of this law in the form of an evaluation working group to recognize the eligibility of knowledge-based companies and monitor the implementation of the program. Therefore, the secretary of the working group has been formed in the Vice-Presidency for science and technology affairs. 2. The system of evaluation of companies and follow-up of legitimate support of the law is managed by the Vice-Presidency for science and technology affairs. 3. Regarding the regulations of the law for eliminating barriers to production and improvement of the national system of the country approved in 2015, the Vice-Presidency for science and technology affairs was selected as the head of the working group of the topic of Article 43 of the law to eliminate barriers to competitive production. In addition, this headquarter is responsible for the implementation of the program for the development of production, demand, and export of knowledge-based products approved by the council of ministers on November 1st, 2015. 4. In terms of the Article 6 of regulations for support of effective inventions in the field of fuel consumption and pollution by transportation vehicles, the Vice-Presidency for science and technology affairs became a member of the working group of the Article 6 of the regulations for support of effective inventions in the field of fuel consumption and pollution by transportation vehicles on July 22nd, 2015. 5. According to the directive of the council of ministers regarding the correction of the executive regulations of the planning and development council of the province, new working groups have been predicted, where the representative of the Vice-Presidency for science and technology affairs has been determined as a member of the working group of specialized education, research, technology, and innovation. 6. On April 4th, 2016 (18th session), the headquarter of the economy of resistance defined and issued two prioritized projects for the Vice-Presidency for science and technology affairs for 2016. The first project focuses on the exploitation and complete use of the capacity of the law for support of knowledge-based companies and institutes, whereas the second project is related to the design and protecting the national market in the knowledge-based field through providing technology sustainability.
