With regard to the scientific and technological abilities of the country, it is required to lay the foundation for international communications between Iran and other countries. The most important mission of this headquarter is the development of international communications in the field of technology and innovation to facilitate the transfer of knowledge and technology to the country. In addition, some of the goals of the headquarter in the realization of this development-based approach include the development of bilateral and multilateral technology and communication technologies, application of the current capacities and opportunities of international units and contracts to develop the technology diplomacy and establishment of joint cooperation programs with developed countries. The technology collaboration development headquarter demands the expansion of international exchanges in the ecosystem of innovation and technology of the country using the existing tools and capacities.

Some of the tools existing in the headquarter to create new cooperation procedures and deepen the joint technological cooperation with other countries are concluding joint cooperation contracts with government and non-government centers of other countries, exchange of government delegations in various science and technology fields, cooperation in establishment of joint technology centers in the host country and establishment of similar centers inside the country, collaboration with active international organizations and units in technology field to develop relationships and use opportunities to expand international interactions of the country, cooperation between the joint economic commissions of Iran with other countries with the approach of using all potentials of the country to develop scientific and technological interactions, monitoring and study of technologies required in the country and planning for their transfer into the country, and attendance in valid international conferences, summits and forums with the goal of introducing the scientific and technological abilities of the country. It is notable that in the former structure of the Vice-Presidency for science and technology affairs, the technology exchange office was one of the offices of the international affairs and technology exchange headquarter. After correcting the structure and establishing the international affairs and technological exchange center, which is responsible for implementation of the document of development of international science and technology interactions of the country, the technology exchange office was changed into the technological cooperation development headquarter in the new organizational chart of the center.
