The President's decree states:

"Dear Dr. Ruhollah Dehghani Firouzabadi, Vice President of Science, Technology and Knowledge-based Economy

According to Article (1) of the Statute of the National Elites Foundation approved 2006/11/14, the Supreme Council of the Cultural Revolution and in view of the valuable scientific and executive records of the Supreme Leader, You are appointed by this decree to preserve the post for one year as the head of the National Elites Foundation.

It is hoped that by relying on Almighty God and focusing on central justice, revolutionary spirit, democracy, purity and corruption, the law and the provisions of the Popular Government Managers, you take care of the leadership and promoting the supreme goals of the foundation, while utilizing all existing capacities with proper planning and careful monitoring of the proper implementation of matters.

I ask His Excellency in performing the decent duties, serving the people, and in particular the statement of the second step of the Islamic Revolution.
