The citizen rights charter of Iran was first unveiled in the convention of constitution and the rights of the nation in the presence of the president and a number of activists of this field in the last December.

According to the public relations and information center of the Vice-Presidency for science and technology affairs, this charter, which is signed by the president of Iran, follows various goals and some duties are assigned to executive organizations of the country in order to realize the citizen rights of people. In addition, the president has requested ministers, deputies and authorities of the country to report their programs for implementation of civil rights to people.

Acquisition and promotion of civil rights to compile a “government program and policy” in the Article 134 of the Constitution is one of the goals of this charter and includes a series of civil rights, which are identified in Iran"s legal system resources or the government has made serious efforts for their recognition, creation, realization and implementation through modifying and developing the legal system and designing and following up the approval of legal bills or any necessary legal action.

In this regard, the Vice-Presidency for science and technology affairs has implemented some actions and programs in line with the realization of this charter. However, no article is clearly expressing the duties and approaches of the Vice-Presidency according to the announced table in terms of the responsibilities of the headquarter. Nevertheless, some plans have been made to realize these goals by taking administrative, executive, promotional and educational measures.

In this respect, all deputies of this headquarter, such as policy and strategic deputy, are required to consider all articles of this law in their projects and policies. Moreover, deputy of management development and investment attraction is obligated to provide the foundation for easy access to information by organizations to implement the related articles in line with other government sections.

In addition, all services of the Vice-Presidency for science and technology affairs, which have a public aspect or are related to specific citizens, such as elites, technologists and knowledge-based companies in areas of knowledge-based institutes and companies, affairs related to the services of strategic technology development headquarters, supports of commercialization and affairs related to top technologists and elites, are presented on the official website of the headquarter. Furthermore, response centers and phone, virtual and distance counseling are also established when necessary to complete these services.

In terms of the salaries of employees and personnel, some orders have been issued to meet the legal rights of these individuals and for their professional, social and economic excellence. Some aspects, such as supplementary insurance, use of occupational advantages, health and physical education affairs, development of funds of employees, complete implementation of laws related to Isargaran and observing the rules in appointments are prioritized in the administrative section of the headquarter.

Some of the articles of the charter are presented, as follows:

In Article 8 (from article 104 to article 111) of this charter, the issues of “education” and “research” from the beginning of education to highest academic degrees are emphasized. In article 104, the section of right of “education” and “research” for citizens is emphasized. Therefore, “obligatory” and “free” elementary education is the main section of civil right.

In Article 105 of civil rights charter, it is stated that all professors and students have the right to use educational and research advantages, such as promotion. Providing science facilities and supports, such as research opportunities and scholarship, must be merely according to the scientific abilities and competency of individuals regardless of political orientations.

It is emphasized in Article 106 of the document that: “scientific, religious, and academic societies have scientific freedom and independence, and individuals of these organizations are free to express their opinions and they cannot be stripped of their right to express opinions in the scientific environment. Professors and students have the right to establish guild, political, social and scientific organizations.

In Article 107, university is described as a safe place for students and professors and authorities of universities are obligated to guarantee the safety of students. Investigation of violations regulations by students must be carried out by observing the right to litigation, fair trial principles, and access to independent and impartial competent authorities and in compliance with the right of defense and appeal in minimum time and without delay.

In Article 108 of the charter, it is affirmed that: “students have the right to obtain education, which leads to the flourishing of their character, talents and mental and physical abilities and adhering to the rights of parents and others, cultural identity and religious and national values, preparing the m for a moral life coupled with understanding, peach, fairness, order, equality and friendship between people and respecting the environment and cultural heritage.”

In Article 109 of the charter, it is emphasized that: “it is the right of students to respect their character. Opinions of children about their lives must be heard and emphasized.”

Article 110- no one is allowed to create ethnical, religious, and political hatred in children or cause violence against a specific race or religion through education or mass media.

Article 111- disabled individuals of the society must have the opportunity to be educated and acquire skills, and disability must not deprive these individuals from the right of education and occupational skills.
